If you’ve bought a mobility scooter, it’s important to know which type it is, because that determines whether you need to register it with the DVLA.

Does my scooter need to be registered?

Manual wheelchair (no motor)

Class 2 mobility scooter / powered wheelchair (maximum speed 4mph, maximum weight 113.4kg)

I've bought a mobility scooter – do I need to tell DVLA?

If your mobility scooter is class 3 and you've bought it secondhand, it should already be registered. You need to tell DVLA about changes to ownership using your V5C registration certificate (log book).

If you do not have a V5C, apply for one using a V62 form

How do I register a new class 3 mobility scooter?

If you have bought a class 3 mobility scooter from a dealer, they should register it your behalf. If you need to do it yourself, you will need to fill in a V55/MV form

Do I have to pay to register a mobility scooter?

No. There is no charge for registering a mobility scooter.

Will my mobility scooter need numberplates?

Class 3 mobilty scooters are given a registration, but this does not need to be displayed as a numberplate.

If your mobility scooter is not in a class because it is heavier, wider or faster than a class 3, it will need to be registered as either a quadricycle, tricycle, or motor car, and you will need a driving licence to use it.

Can I register a tandem mobility scooter?

Mobility vehicles must have only have one seat. However, the Department for Transport is asking the public whether tandem mobility scooters should be allowed, as part of a wider consultation on how they are classified and where they can be used. It also asks whether mobility scooters should be allowed in cycle lanes and whether the outdated term “invalid carriage” should be replaced.

The consultation is open until 31 March 2026. Have your say.

If I register a mobility scooter, will it need insurance?
