A safer, fairer road ahead: 20mph in Wales
January 21, 2025

The rollout of a default 20mph speed limit across residential roads in Wales is already showing promise. Early figures revealed a significant reduction in road casualties, with serious injuries and fatalities down by 23% in the first three months of 2024 compared to the same period in 2023. When minor injuries are included, the drop rises to 26%.
Some people struggle with change. In 1935, a young boy fishing in a pond at Swanwick, Hampshire landed eight 30mph road signs - roundels that had recently been installed across the country to enforce the new national speed limit. Ninety years later, today’s road safety measures such as low traffic neighbourhoods, low-emission zones and 20mph limits face similar levels of anger from a minority of motorists.

Critics of the Welsh scheme have ben vocal, but the evidence so far underscores a fundamental truth: lower speeds save lives. For pedestrians and cyclists - groups disproportionately affected by collisions - the benefits are particularly profound. Slower speeds mean drivers have more time to react, collisions are less severe, and streets become more inviting for active travel.

Changing the way we move
Wales’ decision to lower the default speed limit to 20mph on 37% of its roads is part of a broader vision to create safer, more liveable urban spaces. By prioritising pedestrians and cyclists in built-up areas, the policy not only reduces casualties but also fosters an environment where walking and cycling feel safer and more appealing.
For communities, this shift brings added benefits: less noise, improved air quality, and streets that feel more inclusive for vulnerable groups, including children, older people, and those using mobility aids.

20 mph myths busted
Despite these benefits, resistance to the 20mph policy persists. Some critics argue it increases congestion or fuel consumption. However, evidence suggests otherwise. Fuel efficiency peaks at lower speeds in urban environments, and smoother traffic flow at 20mph reduces the stop-start driving that wastes energy.
Others claim maintaining 20mph is harder for drivers, but this is a basic skill every competent motorist should master. Arguments against the policy often reflect frustration with change rather than legitimate concerns.

Interestingly, the introduction of 20mph zones has had a surprising knock-on effect: reduced car insurance premiums. Insurers have reported fewer damage claims in areas with 20mph limits, leading to lower costs for drivers. With the average UK premium already dropping by over the past year, safer roads as a result of slower speeds could further reduce motoring costs.
Beyond casualty reduction, lower limits are about creating streets that work for everyone - not just motorists. The vision of quieter, safer roads where children can walk to school, cyclists feel confident, and communities can reclaim public space promises a better, fairer road ahead.
