Electric cargo bikes: What you need to know to stay legal

Electric cargo bikes are transforming the way we transport goods and people, offering a clean, quiet, and cost-effective solution for carrying loads too bulky for a conventional bicycle. But with regulations varying across borders and some confusion surrounding UK rules, how can you be sure your cargo e-bike is road legal? Here’s what you need to know.
There are no legal restrictions on the number of wheels, weight, or size, meaning these versatile bikes can be tailored to fit a wide variety of needs - from family transport to commercial deliveries. For cargo e-bikes, the rules become more specific, aligning with those for conventional electric bicycles.

UK rules for cargo e-bikes
To comply with UK law, cargo e-bikes must meet the standards of an EAPC (electrically assisted pedal cycle). This means the bike must have pedals and an electric motor no more powerful than 250 watts, which cuts out once you’re travelling faster than 15.5mph (25km/h). Crucially, the 250W figure applies to the motor, not the battery.
While cargo e-bikes sold by reputable UK retailers are likely to conform to these standards, models bought online may come from countries with different regulations, so it’s worth double-checking specifications before you buy.

Who can ride a cargo e-bike?
No licence, vehicle tax, or insurance is required to ride an electric cargo bike in the UK. However, riders must be at least 14 years old. This makes them an accessible, family-friendly option for many households and businesses.

Understanding twist-and-go throttle regulations
Since 1 January 2016, UK law permits throttles on new e-bikes only if they provide starting assistance without pedalling up to a maximum speed of 6km/h (about 3.7mph). At that speed, the throttle cuts out, although once you start pedalling, it can assist up to the 15.5mph limit. E-bikes sold before this date may still use a full-speed throttle. For riders wanting throttle-only assistance up to 15.5mph without pedalling, the e-bike will require ‘vehicle approval’ to ensure it meets the relevant standards.
Cargo bike breakdowns
One of the few challenges of cargo bikes is that their larger size and heavier weight can make breakdowns inconvenient. A flat tyre, broken chain, or buckled wheel can bring even a short journey to a halt, especially when carrying children or heavy cargo. That’s why breakdown recovery is such a valuable feature for cargo bike riders.
