    “Cyclists cannot be booked for speeding.”

    Misleading. There are potential charges available to the police for cyclists who are riding too fast – “dangerous cycling, “furious cycling”, etc.

    There can also be enforceable LOCAL speed restrictions which apply to cyclists.

    Point being that there ARE possible consequences for ragging it on a pushbike, despite the impression this question gives.

    A better way to put it would be “cyclists are not generally legally obliged to adhere to speed limits.”
